CPP cannot convene National Assembly without CNRP

According
to a decision by the Constitutional Council dated 22 July 2003 (see
full text and summary in attached files), the first meeting of the
National Assembly must gather at least 120 elected Assembly members.
Therefore a new Assembly cannot be created at the beginning of any
parliamentary term without at least 120 members being present.
